Scratch 3 text to Speech

I wrote this to share about the basic use of the new text to speech feature in Scratch 3.0.   After reading about this, i thought it may be a good idea to write a simple tutorial.  I can also use this resource for Code Club so am sharing here so others can do the same.   It is on Github so feel free to git clone or fork then add to this.
